The Environmental Services Division is responsible for implementing the City of Commerce’s Source Reduction and Recycling Element and Household Hazardous Waste Element. In addition, the Division is also responsible for water and air quality protection and water and energy conservation programs.

The City began its Residential Curbside Recycling Program in 1993 and provides the most effective method to recover recyclables from the waste stream such as aluminum, plastic, glass, paper, and greenwaste.

The City expanded its Recycling Program to the commercial sector with the adoption of the Construction and Demolition Recycling Ordinance in 2009, the Commercial Recycling Ordinance in 2012, and the Commercial Organics Recycling Ordinance in 2016.

The Construction and Demolition Ordinance requires at least 65% of the total Construction and Demolition (C & D) debris generated by a Covered Project be reused or recycled. For more information, see the C&D Recycling section.

The Commercial Recycling Ordinance requires businesses and multi-family complexes of 5 units or more that generate four cubic yards or more of commercial solid waste per week to arrange for recycling and organics recycling services. For more information, see the Business Recycling and Food/Organic Recycling section.

Vector Control

The Greater Los Angeles County Vector Control District provides services to 36 cities and unincorporated areas of Los Angeles County to control vectors such as mosquitoes, midges and black flies. This is done by using an Integrated Vector Management (IVM) strategy that includes conducting surveillance, controlling sources and vectors, and public education. The result is a healthier community with a lower risk for disease outbreaks.
