The Development Review and Permitting Section reviews, approves, and permits Grading and Public Improvement Plans for private development.  The Section also reviews and issues permits for private construction in the public right-of-way, encroachments in public right-of-way, news racks, and public utility construction. The Section also reviews all building permit applications and plans for Engineering-related concerns.  The Section administers performance bond retention and release for all private development projects. Staff also reviews and approves Parcel Maps and Tract Maps, record of survey maps, lot line adjustments, certificates of correction, corner records, street vacations, and street name changes.

This Section is also responsible for implementing storm water pollution control measures for development projects; acquiring dedication of rights-of-way; administering the City policy on utility undergrounding; administering floodplain policy; reviewing discretionary applications; and implementing and managing incremental improvements for street, sidewalk, drainage, roadside storm water pollution control measures, and sewer improvements.

The Development Review and Permitting Section is responsible for the maintenance of Engineering public records such as grading, improvement, sewer, and road survey drawings; assisting the public by telephone and over the counter with a wide variety of engineering questions and concerns; performing engineering research to assist the public and City staff, as well as providing engineering staff support to the Planning Commission and City Council for development hearings; and investigating right-of-way code violations and responding to citizen complaints.
